I am going to put to put oil seals or new brakes on my 175, what is the best way to remove the heavy cast wheel? should I leave the tire on or take it off?

My vote would be for a cherry picker (engine hoist), or another tractor with a loader.

Another possibility if you know someone at a truck repair shop, they have a dual dolly that they use for pulling both duals & hub off at the same time when servicing, should lift a tractor wheel.

If none of these work, get plenty of friends over & manhandle it. Leaving the wheel on the hub will make it easier to roll away
