Hi Bud-When setting the governor bumper spring is set properly. The following is from my massey manual. With the control rod in place and the governer spring hooked to the lower end of the bellcrank, set the throttle in the second or third notch of its quadrant.Loosen the locking screw and pull the top end of the governer bellcrank back as far as it will go and tighten the locking srew in this position. To set the carburetor to governer linkage rod. Before installing rod move throttle lever down no less than two-thirds of the way in throttle quadrant. This will pull the bellcrank to the wide open position. With the linkage rod hooked to the carburetor butterfly shaft pull shaft to the full throttle position.Adjust opposite end to fit into hole on bellcrank arm.Make sure the rod is not binding it must move freely.Start and run engine until it is warm up to temp. When engine is warmed up move throttle to the wide open position and Check RPM.No load RPM should be 1,525 RPM.To adjust RPM on the throttle's that don't have the system with the notch's on it you adjust it by turning the lower screw either in or out to obtain full trottle.Recheck the engine speed by opening and closing the throttle several times.Hope this helps you.Bruce
