I have a TE 20 and I know your feelings. First, the obvious, do you have the PTO running - really turning. These tractors need the PTO running for the hydralics to be working.
Second, mine has this problem, every so often the metal fingers that run down inside the transmission and control the lift valve jump off the pins at the bottom of the valve. You can get them back on through the right side access plate. It may be easier if you drain the transmission first but I have done it with out draining also. It helps if you have small hands for this. Mine had jumped off about two or three times a year for a good number of years. I talked to a fellow last year who said he had used nylon tie strap to put some tension on the fingers just above the bottom end. I haven't tried this but might consider it.
Good luck.
