Differential pressure release/axel seal leaks

My 61'MF35 has a loader and uses the hydraulic pump in the differential for power. The 3 PTH works, however the axel seals are now starting to leak and I cannot add oil to dif/trans/hydro oil through filler under seat. It will not allow topping-up. The dip stick indicates fluid is low and is the only access for fluid topping-up. The pressure relief valve moves'freely'.
Whats wrong?

To repair axle leak you need only replace the inner axle seal as the outer seal is for retaining grease in the wheel bearing. You must wash out the bearing with solvent before repacking with grease. Be sure to replace shims on axle tube behind brake backing plate. If shims are broken replace with same thickness.Also if the leak is not fixed soon you may have to reline the brake shoes, as oil can never successfully be removed.

One adds the oil to the transmission and differential through the plug (cover) in front of the gear shift levers, and checl level on the side cover.
