Crankcase holds four quarts. Change oil and filter put in four quarts and see if its correct. As for being homemade. Mine looks like that also. I think thats just how they are. Looks like someone brazed a rod in the center of the cap?

Alan-should you allow for the oil filter or does 4 quarts include the filter? Thanks, Jack
