Concerning the air intake heater on my MF35, perkins diesel. What controls the flow of fuel to this thing. I don't ever use it, and I can't imagine that it is always dribbling fuel. Should I just plug it?

The flow is activated by the heat from the coil, allowing the fuel to evaporate into the intake manifold. Normally they don't leak all the time but with age they do, leading to excess smoke.

Bob Bob dont worry. The fuel only flows when electrical current operates the heater. The device is both a heater and an electrically controlled solenoid valve which allows fuel to flow when you operate either the H or HS positions on the switch
