Hi,
Start off by following the throttle rod down to the pump and disconnect the rod. Can you operate the pump lever easily? There is an O ring inside and the spindle can become tight. If this is the problem the top of the pump will have to be removed and the spindle freed. Really it is a job for an expert but it can be done if you are careful and make a careful note of the linkage position inside. Make sure you have a new gasket to go back. Good luck

I had that problem on a deere. Figured if that was bad, so were other parts. At least he can shut his tractor down; not like a runaway pump.

I checked on the www and got a 6 cyl pump repaired and returned in 10 days for less than $500. Lotta money, but it's done now and all I have is super performance as a result.
