I have a 202 and corrected several issues with leaks and how well it worked. A new valve assembly costs $600 so if you could describe what it is doing I might be able to offer suggestions. The pump needs to put out about 900 psi. Check that the cylinders are not blowing through. Have you removed and inspected the valve? Do you have any power assist when cold? Is it working better turning one way verses the other?

I hsve a 202 with power steering problems. I have had the pump rebuilt, and promptly broke the right side cylinder trying to get the front wheels to turn side to side.. I am waiting for a replacement cylinder to arrive. I have yet to have a working p/s unit. Maybe the cylinder will be the last thing I need to replace. Keep me advised of your progress please, as I go through and repair other items.

Make sure that your steering cylinders are hooked up correctly, if one is hooked up in reverse the 2 cylinders on each side will try to fight each other. The wheels will not turn at all if one is trying to turn left and the other trying to turn right. With a fresh pump maybe it could push hard enough to do damage.
