MF 40 Fuel shut off question - won;t start

I have an MF 40 that was streaming fuel from where the fuel shut off screws into the carb. I went to tighten the shut off, but found the carburator side threads were stripped. I epoxy'd the fuel shut off into the carb. (otherwise I think I would have to replace the whole carb). Now the engine cranks but won't start. It started easily up to this point, and this is the only thing I did so I assume there is connection here. The fuel shut off has a wire lead. Does the shutoff have to make metal contact with the carb in order to complete the circuit and allow the shut off to work properly. Is there something else I am missing? Any ideas?

Got a little epoxy on the shut off needle. Starts fine now. No more leak. Gotta go mow, see ya
