Have a MF35 Perkins Diesel with positive ground Lucas Generator and Lucas RB108 Regulator. Have purchased a new Lucas generator which is marked "NEG EARTH". My question is "can I convert from my present Pos GND system to Neg GND system by switching battery polarity and polarizing Generator/Regulator. If so, what are the proper steps to do so?

What will happen to the starter. Will it not be affected?

All you need to do is to hold the body of your dynamo onto the positive terminal of a 12V battery, and connect a wire to the field terminal. Touch the wire against the negative terminal a few times - you should get some sparks - and your dynamo is polarised for positive earth. It is simply a case of leaving a small amount of residual magnetism in the coil so that it starts charging the right way. I would recommend changing the control box and ammeter at the same time - they are not dear and all prone to failure. There is no reason why you couldn't go to negative earth on this tractor (just swap the battery terminals over), but there is little to gain.
