Replacing position control lever

When trying to free up my position control (It was so stiff you could not use it) it sheared off about 2 inches from the top. I had applied WD42 liberally and had been working it back and forth when it snapped off.

Question is it possible to replace this lever without taking off the lift cover? Is it possible to dismantle the quadrant with out taking off the lift cover? The proximity of the mudguard may also be an issue when trying to work on the quadrant.

Any body any experience / advice on my best course of action.
