175 power steering cylinder

I have a late model 175 and the cylinder is leaking heavily at the valve. My manual says to symply move the oil cooler, remove the lines and take out the pins. Easily said but the cylinder pin at the rear is held by two bolts though the cylinder housing. The bolt heads are impossible to get to without removing the steering arm assembly. Is there a trick or a tool I am missing to get to the two bolts? Thanks.

I had success with removing all the pins and then jacking up the front wheels and manually moving them to the left and right until the bolts were in a better position. It still takes some creative wrench work though.
