Massey 30 industrial hydraulic problems

I have a MF 30 Industrial with a MF backhoe/loader with a 4 cyl Perkins Diesel. For some reason I have lost the power down on the boom for the backhoe. Everything else works great and the other functions on the backhoe and loader have good power with minimum drift. I removed the valve spool and it didn't appear worn,fouled or cracked and the spring was in good shape. When I engage power down the boom cylinder starts to move then stops. I thought I might have blown the cylinder seals yet there is very little boom drift and the cylinder doesn't blow by at the wiper around the ram. Anyone have any suggestions???

If I remember right the boom valve has a relief valve on each end of it they take either an 1-1/8 or maybe an 1-1/4 wrench to remove them switch place with them and see if you have down pressure if you do the boom will not raise and that relief valve is bad.
