Does the PTO go in with the engine off? If it does then the 2 stage clutch requires adjustment.
This is a common problem and Big Dean Austin has good instructions on his site.

Draft has to do with the lift. It is for plowing and such, you set the draft to the desired depth and as the terrain changes the lift changes to keep desired depth. Pto ground means the pto only turns when the tractor is moving the faster the tractor goes the faster the pto. Pto engine means the pto turn in speed according to engine speed. As for engaging pto depends whether is live power or independent. Most you press clutch all the way down move pto lever. Independent has a seperate lever to take pto in and out of gear.
