Massey Harris Model 22 steering problem

Over the past few months I have had to disassemble my MH tractor steering system because the steering gear seems to turn on it's shaft to the point where I can only turn right or left, not both. After taking the tractor front end apart, I have "fixed" this problem by placing one end of a soft steel bar against the teeth of the main gear and smacking the other end of the soft steel bar with a heavy hammer. As the bar is struck the gear turns slowly on it's shaft and eventually the gear moves back into position. It appears that the gear has been pressed onto it's shaft (probably a tapered shaft). As best as I can tell, there is no "key" which holds the gear in place. The problem is that each time I do the above, the gear seems to slip out of position easier and I have to perform the service again. Now, turning the steering wheel with just a little force is enough to cause the steering gear to slip on it's shaft.

Does anyone out there have an idea how I can stop this gear from slipping on it's shaft?
