It could be that the engine is in just such a position that the cam lobe is already plunging the pump. Try bumping the engine over and see if you can pump it then..

Hello,
May sound like a silly question but is the fuel tap 'on' and allowing fuel through? There is a plastic strainer mounted on top of the tap. This may be blocked or if it is missing, the tap may be blocked.
If you have fuel reaching the lift pump, remove the plastic hose and operate the pump manually. You should have good spurts of fuel.
I assume that you have new filters fitted. On the top of the front filter is a bleed screw. Slacken off and pump until the fuel overflows.
On the fuel pump you will see two 5/16 AF screws going into larger nuts. Slacken the screws and stand back. YOu should have two streams of fuel after any air has passed. Shut these. It is normally advisable to slacken one or more injector pipes at the injectors. You will soon see if you have fuel delivery. From there on it is a matter of patience. Quite often a tow to start is better than endless cranking.
You say that the engine has been rebuilt. Has the timing been disturbed? Is there any chance that it has been assembled incorrectly?
Good luck. Let us know.
