Is there any modifications that can be made to a MASSEY 22 for pulling.

There are literally hundreds of modifications you can make. You are only limited by your bank account, your level of desire to compete, and your imagination. The engine is the biggest source of potential. You can do anything from a basic tune-up to complete bore and stroke work, re-ground cam, porting work, carb work, etc., etc., etc.,. The best thing to do is probably go to a local pull this spring, and talk to some people. They can give you some ideas and recommendations. You can then go home and get to work on your tractor, and get it out to the next pull. Where are you located? I'm in Va, around Fredericksburg. A good set of rear tires is another good idea. And don't forget the hitch. Stick to the maximum measurements determined by the local pulling clubs. In other words, get it as high and as close in as you are allowed. It makes a big difference. Try to get a few wheel weights and suitcase weights to use to give you an advantage in the higher weight classes. Heck, just take it to a pull, pull it, see how you do, and then go home and make some improvements. And HAVE FUN! That's the most important part!

Can the 140 engine be made into a 162?

I'm not sure. If the blocks are the same, you can swap out the crank and have the block bored out to accept the 162 sleeves. It would still look like a 140 according to the numbers, but you'd have a 162. Try asking Big Dean. He knows a lot about Massey's. I have some experience with the H260's, but I'm not very knowledgable about the smaller engines. If not, just swap in the 162, and call it a 30. Most people probably won't ask any questions.
