To clear carb passages, disaassemble, a put the hose on the nozzle of the carb cleaner. Insert this into the passage and spray until it comes out somewhere.

One of the holes in question is a bowl vent that vents the bowl to the carb inlet. This helps the carb adjust to increased vacuum from a clogged air filter. The other passage is the idle circuit. It takes feed from the bowl and discharges to the idle screw. It then passes to the intake passage in the vicinity of the throttle plate. So get your can of carb cleaner, spray from the gasket surface to the bowl. Then spray from the upper gasket surface to the screw. Then reinstall the idle screw lightly and respray proving the circuit to the venturi.

BTW, before you check this stuff, the idle screw is backed out 1-1.25 turns right? After adjusting to this point, start tractor and continue to adjust until the tractor idles smoothly. Then adjust the throttle stop to approx 450 rpm.

If this does not work, then go into carb disassembly.
