Massey Ferguson M20 Industrial PTO info

I was wondering if anyone on here could help me with a problem on my tractor mf20 industrial it has the 3 positon pto ground speed neutral and engine speed. What would cause the pto to NOT engage in the ground positon but engage and work fine in the engine position the book says also that when you press the clutch down in the engine position to the first level that the tractor should stop and push it further down to the second level the pto should stop. When I push the clutch down it seems like there is only one level and the tractor will stop but the pto keeps running any help would be appreciated.

If your clutch pedal free travel and the PTO internal clutch adjustments are adjusted proper then when you push the pedal about half way down the tractor movement should stop and the PTO should keep turning. When you push the pedal completely down the PTO and the lift pump should stop turning in engine speed. If you need more help email me.
