what would cause my perkins diesel to blow white smoke and when you loosen the radiator cap it quits smoking put cap back on and it starts back blown or seeping head gasket mabey?

Hi,
Certainly looks like you have compression getting into the cooling system. Most likely cause is a leaking head gasket. Worst possibility is a cracked head or block. Remove the rad cap and run the engine at idle. Look into the rad, if you have constant bubbles coming up then that proves it.
If you get to the point of taking the head off check the depth of the liner rims below the block surface. They should be 002" maximum. If they are any more you will need to remove the liner and fit a shim or risk the same problem again.
