Make sure your linkage is totally free. When you have it on idle you should be able to lift up the the linkage up and it should fall down on it's own. You may have to bend or tweek it a bit. Motec rebuilds them.

some thoughts: Have you witnessed it working O.K. in the past?

If you worked on the carb, does the throttle shaft turn absolutely free with the governor rod off.
Another thought: have you tried loosening the carb and shifting it to one side or the other, to remove any bind in the linkage.

One thing I've tried on a U, but never on Z or R:
disconnect the throttle link from the governor, start the tractor, holding carbruretor throttle closed (idle), set tractor throttle at idle and see where the governor arm wants to be in relation to the link.
