1952 M-M U backpressurizes fuel tank

My Dad bought this tractor about 30 years ago.
When I moved back here in 1994, it had set unused
for several years. I got it running again and,
after two carburetor kits, new spark plugs, etc.
it runs about as well as it ever has. But it has
always forced fuel out from under the fuel tank
cap. I have tried a couple of different caps but
have not had any success. If you place your face
over the filler neck with the cap off, you can
actually feel air blowing out of the tank. It has
never had any leaks or welding/brazing performed
on the tank that I am aware of. There was one
brass fitting I could not remove from the air horn
half of the carburetor and it has always had a
tendency to run lean. My Dad used to have to hold the choke partly closed with a clothespin
or it would die. Anyone have any ideas? Thank
you.
