owners manual says to hook up only 60 hp implements to 540 rpm shaft does this mean the pto can handle only 60 hp output

All tractor manuels say that you are not supposed to run more that about 60Hp through the 540 side of the PTO because of the excess tork that it puts on the tractor and the implement. When you are putting more than that through the PTO you are supposed to switch to the 1000 PTO shaft. A lot of todays higher HP implements like corn choppers, discbines, silage blowers, etc.. run on the 1000 RPM side because of this reason, and they pull easier on the 1000 side too.

Now all that said, there are still lots of 540 RPM corn choppers and silage blowers that require 100 HP + and you can run them on the 540 PTO it is just harder on the tractor and the implement to pull that much of a load that slow.
