RTU water pump problem

My uncle started up his R after rebuilding the engine it runs for a little while and then gets warm and antifreeze starts coming out the top of the radiator. He put in a new baffle plate. The only thing I can think of is if the water pump is not getting primed to circulate the coolant,or if the radiator is somewhat clogged as I think he said the radiator doesn't get that warm. Any ideas?

Turned out to be a bad thermostat. They were supposed to put in a new one at the radiator shop. He put in a different one and it works fine.

Boy, Kelvin hit that on the head. I didn't drill a small hole in the first thermostat I put in one of these. It gets real hot before it opens & then has a tendency to hunt. Yes, it overflowed before it opened.

Check to make sure that the thermostat is in the write way. element facing the radiator other way and the thermostat will not heat up so it will not open

How full is he filling the radiator? If he's getting it all the way up to the cap, there's no place for it to go when it expands.
Also, is there a new thermostat in the radiator? Does it have a bypass hole so that some of the coolant can flow through even when its closed? Since the thermostat is in the radiator, the water in the block can boil before enough heat gets to the thermostat to open it, if some coolant is not allowed to circulate at all times.
