Is first gear on a UTS low enough to turn 16.9x38's?? Did they make a UTS with a slower 1st gear?

UTS' have faster first gears than UTU's If you find a UTS with 38" wheels they are slower than ones with 30's; I think the bullgears are the difference.

How can the UTS be slower with 38's if you say the utu has the slower gear?

Most UTS' came with 30's and some 38's. 38's had a slower bull gear, because the 38's are taller than than the 30's and require less RPMs at the axle shaft to maintain the same speed as a 30. If you take a UTS that came with 16.9 X30 tires and put 16.9X38 wheels and centers and tires it will speed it up a lot more than If you if you put them on a UTS,(or UTU) that came with 13.6X38's. I had a UTU and first gear was slower with the same tires,(13.6X38) than my UTS. I suspect it was to go slow whe cultivating delicate crops.
