I'm not sure, but I think it is the alternator that needs a little juice to operate, and generator doesn't. But no matter- I agree that a conversion to alternator would be better. Get the one wire type, so it has internal regulator. To test your generator, you have to have a working ammeter. Regulator will have 3 posts labeled "bat", "gen" (or "arm") and "fld" (for "field"). If they are not labeled on the regulator, follow the two wires that go directly to the generator, and the gen post on the generator will be the larger of the two (also, the field post often has an "F" stamped near it). To test, get the tractor running, then short the Field post to ground and run a jumper wire from the bat to gen posts on regulator. If you now show a charge on the ammeter, which should increase as you increase RPM's, the generator is working and regulator is bad. The regulator could be out of adjustment, and in my experience, the best way to adjust is to remove, throw in trash can, and install new one.
