I had a similar problem on an older tractor with the same control valve. The control valve had several parts worn but I was able to get it working by installing new seals and adjusting the sliding spool as explained in the repair manual.

It could be a blown seal on the right side of the ram. Does oil run out the steering shaft where it goes in the control valve housing.? That would be one way to tell if oil is bypassing the seal, but not absolute-for instance, if the oil in the gearbox is low, it will just fill up.

Do you have plenty of oil in the hydraulic reservoir?

Or your control valve might be out of adjustment. I know this can happen on the control valves on earlier MM's but don't know if it was common on the later.

You might want to go to jetstar.minneapolis-moline.com and post this question. Many knowledgable MM folks frequent that site.
