I know this has been covered before but what is the problem if I depress starter and only get a whirring noise from starter? Does it mean the solenoid isn't working?

The solonoid is working, the bendix drive isn't engaging the flywheel ring.
Either the bendix is shot or the ring has come off the flywheel.
Look in the archives on removing the starter as it will have to come out to see what is wrong.

YOU ALSO MAY HAVE A PROBLEM WITH THE FLYWHEEL. THE GEARS GET WORN AND THE BENDIX CANNOT ENGAGE AND WILL JUST SPIN. WHEN YOU PULL YOUR STARTER OUT YOU WILL FIND OUT WHAT THE PROBLEM IS. YOU MIGHT TRY TURNING YOUR ENGINE OVER SO THE BENDIX CAN TRY ENGAGING AT SOME BETTER GEAR TEETH ON THE FLYWHEEL. GOOD LUCK

Check your battery first! My 9-2N would only whirl when the battery was real low. A lot easier than tearing it apart.
