Rebuild of carborator for 9n

The choke butterfly has a crescent shaped cut-out with a 'hanging metal'valve attached. It appears that this valve should draw inand close when carb is choked, but I Can't find any information as to how loose this valve should be and whether the crescent should be at the top or bottom, or inside or outside for that matter. Need help.

I may be wrong (and if I am someone will correct me), but I think the flapper on the choke plate goes on the bottom on the inside. It is supposed to swing open inwards to allow a bit of air into carb while choking. The flapper is supposed to be held by spring in the closed position and will only open when choke is closed fully...

Thanks for the info. You may be right. I hope someone will verify your information before I take the carb apart and try your fix. I thought that the valve might swing open when the tractor backfired in order to give the hot gasses someplace to go. But it was impossible to install the valve with the 'hinge' at the top and with the valve swinging outward.
