9N runs rough

My 9N runs rough so did tune up, new points, distributor cap, plugs and wires. Still runs rough. While trying to check coil, I found that I only have 2 volts on the coil side of the resistor block but 8 volts (I use and 8 volt battery) on the ignition side. Is this normal or is my resistor block bad? Is there any way to check the coil?

The best approach would be to get the system cleaned up and use a 6-volt battery. Or do a correct conversion to 12 volt. The 8-volt is a poor compromise solution to other problems.
If and when you get the ignition system straightend out, and it it still runs rough, you only have two other systems to attack:fuel and valves/timing, both of which can be affected by poor compression. Seems to me a systematic diagnosis is in order.

sounds like bad resistor or corroded terminals on terminal block.

if it were a bad coil it either wouldn't run at all, or would run great for 1/2 hour or so and then just die.

must be really bad if 8 volts are getting cut to two - perhaps that was the problem when the 8volt battery was installed as well?
