Coil Voltage

I have an early 8N that has been converted to
12V. It has a 6V coil with the original ballast
resistor plus another one that was added when the
12V conversion was done. Checking the voltage
at the coil with the points closed, I get 2.8v
when I first turn on the key. Within a few seconds it goes to less than 2V. The battery
voltage is staying constant. Has anyone seen
this before?
Some resistance is changing. Either the coil is
heating causing its resistance to decrease or one of the other resisters is increasing is resistance.

Normal.
The resistance value of resistance wire increases with temperature. The standard Ford ballast is designed to give higher coil voltage for starting and then reduce the voltage as it warms up.
Mine runs fine on similar voltages. I wouldn't even think of touching it unless there were problems.
Resistance on an incandescent bulb can change by a factor of five or more between cold and hot (off and on). Thats why they tend to blow as you turn them on.
