Claus: Following your troubleshooting guide for 2 brush generator system I hooked a voltmeter to the battery and test leads to the armature and battery terminals on my voltage regulator. When I touched the test leads together I saw a small spark but no change in the voltmeter. I was just about to shut the tractor off and try the next step of grounding field when I noticed the ammeter was actually +4 instead of the usual -2. I turned on the lights and it went to 0, seperated the test leads and saw -6, turned off the lights and went to -2.
I decided I needed a new regulator. Then I got to worrying abot the voltage never changing. I know that shorting two leads together is not the same as regulating voltage, but don't know whether I should have seen the voltage increase or not. Is the voltage the function of the field terminal? Am I correct in thinking I pretty much proved the VR is bad because the generater will generate?

When you jump the battery terminal on the VR to the arm terminal, you are in essense bypassing the VR. If it is now charging, then one could assume that the VR is not working as you suspected. Battery voltage may not immediately increase because of low charge on the battery. Keep the 2 terminals shorted for a while and watch the voltage. It should increase. Of course do not keep it in this state indefinately, due to the possibility of overcharging.
Happy Motoring
