I just want to choke it

When starting my 2n I pull out the choke and turnthe engine till it just starts but then I have to push the choke all the way in or it dies.It's this way even in sub zero weather and it does seem to be lacking in the power department. The choke linkage appears to be operating properly. Thanks

There is supposed to be a choke relief valve sort of device that is a part of the choke valve itself. (The butterfly) it is a flap and is attached to the side that is on the inside when the choke is closed. This flap or relief valve is supposed to be held in place by a very small spring that is stretched across it from side to side. If someone has tied it down because of a missing spring in order to make it work this may be the problem.
I also would try readjusting the high speed mixture needle by turning it in clockwise until the engine begins to falter then turn it out a quarter turn and see if that helps. It could be way too rich on the highspeed mixture adjustment.

If it will run with the choke on. Then Check to see if you have good gas flow at the Carb.
