Here's a boneheaded question:

After disassembling my governor and finding the innards in excellent shape, I shimmed the outside lever (which was loose) per I&T instructions. The problem is, it still doesn't pick up as it should when under load. The only thing left is tensioning the spring, which is supposed to be neither loaded or slack (it's a little slack). How do you go about bending the spring to take out the slack? I don't want to heat it for fear of removing the temper of the spring. Any thoughts? Thanks.

Do not heat the spring. The slack is taken out of the spring by bending the end loops in closer to the spring. If your spring is stretched, buy a new one.

I know that the spring itself should not be heated. My question is, what is the best way to bend the spring, as specified in the I&T manual. There must be a way.

I took mine off and bent the ends with a stout pair of heedle-nosed pliers in a vise with padded jaws.
I suspect the ends are not as hard as the body coils.
Kept checking the overall length with calipers (a rule would do) until I got it right.
