Hole in bottom of carb?

I noticed today (when my 8N wouldn't start) that my carb has a hole in the bottom of it that is leaking fuel.

The I&T shop manual has describes this hole as an "air horn drain". The Ford service manual describes this as two parts: 9692 and 9694, plug and strainer respectively.

Right now, it just leaks fuel out of the hole. Did I lose a filter or something out of there? How do I fix this? I presume the carb bottom will have to come off.

The two holes are for a drain (small pipe plug) and a strainer. The strainer is brass, is flush with the bottom of the carb and I do not think it is intended to be removed regularly.
In your case the strainer may be missing.

The hole was designed to let water out of your carb if and when you ever get water in your fuel. I think your float is stuck. This would explain why it wouldn't start - it is probably flooded. Try rapping on the underside of the carb with a wrench to see if that will release the float, then drain the gas out of the carb by un-screwing the drain plub (1/8th inch pipe fitting) on the underside of the carb (be sure your gas is shut off at the sediment bowl). Re-plug, turn on the gas, and try again. You may need to drop the carb and check the float, needles, and seats.

I would check the float, sounds like it or the needle valve/seat are not shutting off the flow and therefore gas is running out any hole it can find
