Should the wheel be easy to get off after taking
the nut off ? FO-4 gives no info. Looks a little
rusty but it won't budge. (HELP)

I also had the same problem. I searched the archives and saw one response that said to take the nut completly off then put in back on with a couple of turns. Then grab the steering wheel with both hands (9:00 and 3:00 o'clock position) and pull like crazy rocking back and forth. I really thought the guy was kidding. But, I have since gotten two steering wheels off using this method. It works. By the way, putting the steering nut back on several turns, is to save on dental work.

I used an air chizel on the ring securing the wheel to the shaft. I popped right off.

It is a splined steering wheel the same as is used on a car. On those types, you couldn't get them apart without a puller. Standard wheel puller should work, with some kind of split plates or jaws to go under the edges of the center part of the steering wheel. Just tighten the center bolt on the puller, then alternately hit it and tighten it. I would use some penetrating oil, and possibly some heat since it has been exposed to the weather. Let me know what works because I need to replace my steering wheel as well.

to keep from buggering up your steeringwheel shaft, put a centerdrilled bolt in the hollow steering wheel shaft..... ..Dell

When I pull mine, I just use a small gear puller which like most pullers has a centering knob on the end of the threaded shaft. To avoid fouling up the hollow shaft, I leave the acorn nut in place and screwed on just two or three turns. Then put a small nut on top of the acorn nut and under the puller shaft. That way the centering knob doesn't damage the top of the acorn nut. It works nice as can be. FWIW
