8N Idling trouble

One of my 8Ns will not idle below 600 RPM.
Additionally, the throttle level cannot be lowered all the way down and dies as it approaches about 1/4 to the bottom of the throttle plate.

It runs really good! It accelerates great and hits 1800 RPM easily and quickly.

I have tweeked and tweeked all the adjustments on the carb including the idler, checked the timing and tuned it up.

Could it be the governor?
Any suggestions appreciated!

John's right. Disconnect the governor and try re-adjusting the carb. If it idles down and will still rev up (by hand, of course) with the governor disconnected, then it's the governor.

Maybe of you disconnect the gov. linkage you can at the carb., you can readjust the idle speed better, then hook-up the gov.
