Govenor Question.

My '50 8N's Carburetor isn't ideling down. The Govenor to Carb. linkage isn't pulling the throttle lever hard enough to make it seat on the throttle adjustment screw. What can I do to adjust this? The previous owner had a big spring attached to the throttle lever. One end of the spring went to the throttle lever and the other end of the spring was attached to a bolt on the front of the tractor to put a constant pull on the throttle lever. I didn't like this type of fix. I took the spring off now it wont idel down enough. Also the Govenor levers have some side to side play in them (play is side of engine block to front wheel play).What can I do to tighten them up.?
