Adjust the govenor link rod (The rod that goes from the throttle to the outer govenor arm, the one with the spring on it) so that when the throttle lever is (I hope I do not have to define what the definition of is, is)(Just a little of my humor. Appropriate since it is Election Day) in the last portion of the quadrant, and the govenor arm is against the stop..I suggest you obtain the IT-FO-4 Manual...Cheeeeep as Dell says..
Happy Motoring

I'll piggyback on your note if you don't mind as I have a similar, but opposite, problem:

I can only open the throttle half way (literally) before the proofmeter is all the way around. If I open the throttle *all* the way the poor little needle gets pegged.

I'm guessing that the throttle should control RPMs roughly through the range indicated on the proofmeter? In some manual or another I saw that governor speed range is 800 to 2200 RPM.

So...

Back to the original poster's question: how does one control max RPMs?

Thanks,
