I have no idea what 9n manual you are reading, but it sounds like you've got the one dedicated to an 8n. ON the 9n-2n the steering sectors as well as the bottom shaft pinion bearing are lubricated via splash from the transmission. The steering sector arms have packing around them to keep the trans oil from leaking out. The top steering shaft bearing is lubricated with a grease gun via a zerk fitting which is on the cap which is located right below the steering wheel. Other than that, there is no other lubrication needed on the steering itself (not including tie rods etc.). The steering also is for all intents and purposes non adjustable.

I was told by an employee of a FORD TRACTOR DEALERSHIP to replace the bearings and pack with cup-grease. It has worked for 5 years.

You didn't say what year your 9n is, but I have a 1941 9n. This past summer I pretty much restored this tractor, and had the same question you asked.
'How do the sector gears get lubed?' When I took the dash and steering housing off the tractor, it appeared that fluid sloshing up from the transmission provided lubrication. I posted a question on this board and was assured that is how it is done. Doesn't look like a very efficient method, but, it has worked for 59 years.
