Rich..... ..your ballast resistor is working just fine. I've lost count of how many times you've posted with your 2N ignition problem and each time you seem to want to blame your ballast resistor for your problem. Repeat after me....for a frontmount OEM 6 volt ignition coil the desired voltage at the coil terminal is about 3.5 volts (3 min, 4.5 max). As for your battery dragging down to 4 volts when your starter is cranking, thats kinda normal. All batterys get sucked down when they are trying to turn over the starter. Yours battery howsomever, may be a little weak in that area. This could be just lack of a good charge or it could really be a bad battery with the plates sulphateing up. Recharge your battery. And yes, even a bad battery will still read 6 volts EXCEPT when under load. Its called ampacity. (I think) Since you have reported that the engine has started in the past, I would tend to discount "poor engine performance" such as low compression as a cause for nonstarting.
