My neighbor left his 9-n out in the winter rains. Now he wants to use it and the clutch is stuck. Can it be freed without splitting the tractor.

Probably you should plan on splitting the tractor to free-up the clutch plate. Good time to check other things, too. I fashioned a wooden block to keep the clutch pedal depressed during periods of non-use.
