I am in the process of rebuilding the governor on my '50 8N. Everything went great except the governor lever is very loose side to side. (Lever that goes from the throttle lever to the governor).
On page 16 of the FO-4 manual it states "If inner lever assembly is loose, install new parts or insert a 1/2X27/8 inch shim as shown in Fig. FO35." Is this shim available anywhere? If not what should I do to tighten up the Inner Lever?
Any help or advice in needed. Thanks guys.

Hardware stores (Ace) sell brass shim stock. Several thicknesses and not too high a price.

I had the same problem with my 9N. I installed a longer front engine cover bolt and the made an offset guide pin that holds the top of the lever that is loose from laying over. The guide pin touches the rivet on the lever. I have had other problems with govenor but the guide pin set up has worked well for over 30 years, some day I need to purchase a new govenor but we are not to that point yet.

I think they are talking about taking the scissors and cutting a chunk out of that beer can in front of you :-)

Ric..... ....shim stock is calibrated thin pieces of metal that you cut to fit the application. Usually brass but can be stainless.

So the answer to your question is, go visit a real machine shop and ask 'em to cutt you a piece larger than you need of the correct thickness that you determin with a "feeler gauge".

Shouldn't cost you much, but if sticker shock or machine shop inavailability, try "sacrafficing" a cheap feeler gauge set..... ...Dell
