Quick question on governor spring.

On page 14 of the FO-4 manual in section 44. It states "ADJUSTMENT." The Governor spring (2-fig. FO28) should be a snug fit but should have no end play and no preload. My Question is; in what position should the throttle lever be in when checking the spring? When the throttle lever is in the lowest position the spring is loose. 1/2 throttle the spring is snug. Full throttle the spring is stretched. I just put a new spring on the governor and don't really think I need to take a pair of pliers and bend the loop in it. Should the snug fit be at lowest throttle and be adjusted out with the throttle linkage?

Should be snug at closed/idle position (lowest position).

I adjusted mine with the throttle at 0 notches. I used to have to move the throttle four notches just to take up the slack. Now the governer responds as soon as I move the throttle a notch or two.
