Side or front mount dist? Wouldn'thappen to know your compression wouldya? Okay, you've turned the fuel valve open and cranked with no hint of starting. I'd say you have a basic tune-up issue. Replace condensor, points (don't bother filing them - use for spare), rotor, dist cap and use the specs called for on your tractor (.015" point gap on front mounts; .024" side mount). Some may not agree with spending extra $ to replace the above, but they are not expensive parts and you need to have that piece of mind. Pull plugs and keep track of which one came out of each cylinder. Make notes of oil, carbon, yellowing, etc. and write back so we can interpret for you. If plugs look clean, regap and put 'em back in. If not, replace.
Even though tune-up might not be your problem, doing these things greatly reduces the other (and more pain-in-the) type of problems. If no go after tune-up, take an xtra plug (gapped properly), pull #2 or #3 spark plug wire and attach to extra plug. Ground plug to engine and have someone crank. If nice blue spark, problem is one of two fuel supply replated problems: a) clogged fuel screens b) carb problem. To check, squirt a little starter fluid in each cylinder, replace plugs and crank. If fires up, carb for sure. If spark is yellow or non, problem is either coil, or poor electrical connections like starter switch, coil connections, battery ground, etc. To answer your ? on battery, no. If you have enough to crank, you have enough for spark. If none of above works, write back and we'll look at some f the more "fun" things.
