Engine will only start when hand is over carb. Much cranking required. Even when warm the carb must be covered in order to get a start. Rebuilt the Carb (first time) Still the same. Once started engine runs fine

Robert..... .from your description, sounds like you have a carb air leak somewhere. Try spraying some WD-40 around all your carb joints, choke levers, throttle shaft etc. The WD-40 will temporary seal any airleaks and help you pinpoint your problem by causing the engine to speed up. Since you claim engine runs good after it starts, I tend to discount ignition problems at this time. Howsomever, one of the founding members of the N-Board claimed over 80% of all carb problems were solved in the ignition system. Something to think about. As always, use caution when handling flamable materials..... ..Dell

I also think it's an air leak. I speculate that it's having to do with the intake manifold where it joins the block. Either rusted out or blown gasket. Maybe even a hairline crack in the manifold. Runs ok when warm because the metal where the air gap is heats up and closes the gap. My $.02.
