Ford NAA not starting

My Ford NAA tractor will not start. I'm getting spark (after replacing everything in the ignition system) but the plugs stay dry, even after several minutes of cranking. I removed and cleaned the carburater. It seems to be OK. It fills with gas and overflows into the air intake hose whern I try to start. I'm not getting any sign of firing in any of the pistons, even when I spray starting fluid or gas directly into the spark plug holes. The gas just does not seem to be sucking up into the intake values. It hasn't been above freezing here in Wisconsin for the last few weeks. I tried heating the engine with heat lamps, but no luck. How do I determine if enough of a vacuum is being created to draw the fuel out of the carburator? What else could I do to get the tractor started (other than to place it in a heated garage which I don't have)?

You may want to replace or clean the spark plugs. I went to start my 660 that I overhauled about 3 or 4 months and still don't have over one hour on the engine just around in the shop yard the other day and it would not hit a lick even though I knew it was firing good at the output of the coil.
I finally pulled the plugs and all were black with soot. I put in a new set and it started right up and ran like a Singer sewing machine. The last time I had started it it ran good too. I think it was just too much idling around the shop and never getting it heated up to burn off the excess fuel.

My 641 was doing the same thing. I found my coil wired backwards which might have contributed but since I converted to 12V I havent pulled the plugs once.

Remove the intake hose to the carb and place your hand over the intake and have an accomplice er I mean helper start while you feel the vacuum. You should feel considerable vacuum while cranking. You may want to charge your battery and warm it because batteries loose about 40% of their capacity at zero degrees. Bringing it into the house while charging would also help. You do not say what kind of spark you have. Is it nice and blue or is it yellow or reddish. The color temperature is important. Reddish yellow is a warm temperature while blue going to white is hot...You need to keep in mind that as the air mixture in your cylinders increases in density (As in the compressed state) a higher spark intensity is needed to ignite the mixture.
