Lift won't go down

Have A 51 8n. with just a draw bar on the lift arms it goes to the top position no matter where I have the quadrant lever set. With quadrant lever all the way up I try to push it down I can feel a lot of resistance, can't push the lever down unless I disengage the PTO. Works OK with an implement attached. With position control up, inplement won't go all the way down.
What's wrong with this thing, Help.

You may have a sticking control valve or valves.

The 8N has two valves. One is the intake valve and is spring loaded to come out whent he control lever is retracted to the rear. If it is stuck in the lift arms wont want to come down with nothing on the lift arms because the pump is trying to supply too much oil because of the stuck in intake valve.

The other is the exhause valve and if it sticks the touch contro valve will not want to move as it is linked to the touch control arm positively not like the intake which is spring loaded back.

You probably have lot of junk crud floating around with the oil and is sticking the valves. Best way to fix it is to drop the pump and throughly clean it and make sure the valves move freely. This may include having to remove the valves and polish them and their bores to make them move freely.

Replace the oil with new clean type 134 oil.
