Rocker Arm oil tube loose

172 OHV engine. Adjusted lifters (that were loose and more than likely was the clacking sound) but noted a loose oil tube (the smaller one nearest the front of the motor) was loose and could move it back and forth. Pulled the bolt and flattened the small bracket that holds it down and re-intstalled. Tighter, but still loose.

Question:

Normal for this tube to be loose? If not, how does it snug and what can I do to help snug it?

If the one coming out of the oil gallery were loose it can pop out and really cause a lot of knocking when it jumps up and hits the valve cover every time the camshaft turns but the little short one in front is really not that important because it is just to direct what little oil may be left over when all the rocker arms have gotten there part of the oil supply. Most of the oil will have dripped out before it gets to this tube anyway.
