Do or will the exhausts lifters expand more than the intake lifters?

Is that why the manual recommends that lifter adjustments are best done hot...because the intake valves are not subjected to exhaust heat? or does it really matter? by the time the motor is hot they all achieve the same temp?

Just wondering why the motor needs to be hot if exhaust valves and intake valves are adjusted to .015 hot so they are even across the board?

Compared to a cold motor lifter adjustemnt whereas the exhaust valves will then be different from the intake valves once the exhaust heat expands them more than the intake valves/lifters.

It's not the lifters that expand at different rates it the different temps the valves themselves will be after running the engine. And your right the reason hot would be to get both valves at the .015 adjustment while hot so valve timing is correct per specs. If you run the valves tighter you effectively to a small extent increase the duration to which the valve stays open and it's the opposite when you run them looser than specs call for. More duration more top end power and less low rpm power and vice versa. It only effects the duration very very little on a mild tractor cam. I move my hot rod engine valves clearences as much as .008 above and below from what the spec sheet calls for to get max power from my engine. But on the other hand it's turning 4 time faster than a typical tractor engine.

To me the real advantage of doing the adjustments hot is that they are done with the engine running. On the 134 and 172ci engines using a 14 thou go and a 16 thou no go feeler guage you can do the job in mere minutes. Also, you can get a good visual on the valve train and its lubrication as well as feeling and hearing each one.
